Despite the peaceful policy of the Azerbaijan Democratic Republic, the Armenians continued their genocidal policy to gain power in Karabakh. Due to the events in Karabakh, the Ministry of Internal Affairs of the Azerbaijan Democratic Republic proposed the establishment of a temporary general-governorate in Shusha, Javanshir, Jabrayil and Zangezur districts. Accepting the proposal, the government on January 13, 1919 decided to establish a temporary general-governorate in those regions. At the meeting of the National Council held on January 15, 1919, Khosrov bey Sultanov, who was originally from Karabakh, one of the first founders of the Republic of Azerbaijan and who was the minister of war in its first government, who was originally from Karabakh and well acquainted with this area and its people, was appointed to the post of governor-general.
It should be noted that the Armenians did not want the appointment of Bey Khosrov as the governor-general of Karabakh because his brother Sultan Bey Sultanov also fought against the Armenians. Therefore, the Armenian press and the Ministry of Foreign Affairs appealed to many countries and expressed their displeasure and asked for help from their foreign patrons to abolish the Karabakh governorate. In this regard, the Ministry of Foreign Affairs of the ADR issued several notes and stated that the Zangezur district of Karabakh is an ancient Azerbaijani-Turkish land. On April 3, 1919, the British command, helpless in the face of historical facts, made a statement that Andranik's troops should be withdrawn from here and that they accepted Bey Khosrov as the governor-general of Karabakh.
